Liberal leads as prime contractor with specialist subcontractors and, where the project calls for it, a joint-venture partner. We also join teams led by other primes. Either way, the contracting officer deals with one accountable project manager and one set of plans.

Three ways to work with us on a project
The team changes with the project. The controls behind the work do not.
Liberal leads the team
We hold the contract and manage the work. Our project manager is the contracting officer's single point of contact, and our quality control manager and site safety and health officer cover every firm on site.
A partner for larger projects
Where a project needs more capacity or a discipline we do not self-perform, we can bid as a joint venture with a firm whose experience complements ours. Each partner's share of the work, management and risk is agreed in writing before we bid.
Liberal on your team
We join teams led by other primes, for our trades and for procurement and logistics on overseas sites. Send the solicitation number and the scope you have in mind through our contact form.

Partners work under our plans, not beside them, so the client sees one schedule, one quality record and one safety program.

Every partner's work sits in our CPM schedule and our three-week look-aheads.

Partners' submittals go through our review, and their work passes the same three phases of control.

Every firm on site works under the project's accident prevention plan, with activity hazard analyses for its own work.

Submittals, requests for information, daily reports and payment run through one controlled project library.

Partners we can stand behind
We name a partner in a proposal only when we can stand behind its record, so we prequalify every firm before it joins a team.
Registering below puts your firm on file. It does not commit either side to a project.
- Active SAM.gov registration, with the licenses, insurance and bonding the work requires
- A safety record you can document, and people trained for the work
- Experience on U.S. government projects, or in your trade on similar facilities
- The cybersecurity level the contract requires, if you will handle controlled information
- Capacity to work overseas: staff, mobilization and Defense Base Act insurance where it applies
