Quality controlQuality built in, then inspected in three phases
Every project runs under a contractor quality control plan written to the contract's quality specification, UFGS 01 45 00 on most NAVFAC and USACE work, and led by a quality control manager on site. Each definable feature of work passes three phases of control, and the records are kept as the work is done, so closeout is ready when the work is.

Every definable feature of work, controlled three times
A definable feature of work is a task that is separate from other tasks and has its own control requirements, such as a roof, a fire alarm system or a concrete pour.
Preparatory phase
Before the work starts: plans, specifications and approved submittals reviewed, materials checked against them, tests arranged and the crew briefed. The government is told in advance and invited.
Initial phase
When the work begins: the first work is inspected against the contract, workmanship is agreed and the standard is set for the rest of the feature.
Follow-up phase
Every day until the feature is complete: work checked against that standard, and deficiencies recorded and corrected before they are covered up.
Quality has an owner on every project
Each role is named in the quality control plan, which the government accepts before work starts.
Quality control manager
Runs the quality control plan, leads each phase, signs the daily quality control report and has written authority to stop work that does not meet the contract.
Specialists and testing
Qualified specialists and testing laboratories where the specification calls for them, from materials testing to fire protection and electrical acceptance tests.
Every firm on site
Subcontractors work under our quality control plan: their submittals go through our review and their work passes the same three phases.
Design quality control
On design-build projects, the designer of record checks every design submittal before it goes to the client, and each review comment is resolved on record.
Records kept with the work, not rebuilt at the end
Quality records are kept current as the work is done, in the government system the contract names, such as RMS/QCS or eCMS, and in our controlled project library. The closeout package comes together as the work finishes, not months after it.
