About Us

Quality Management

Liberal is a U.S.-based company. We apply Western techniques and standards to our projects. We based our quality management system on the International Organization for Standardization (ISO) and principles from the Project Management Body of Knowledge (PMBOK). These standards, and others, provide us with the foundation for our Risk-Adverse Management Approach.

ISO allows us to maintain consistency across our service lines and projects. By standardizing common tasks, like procurements, Liberal fundamentally instills quality throughout our organization. When planning our service solutions, we use PMBOK methodologies. This guides our personnel in sharing lessons learned, best practices, and innovative techniques.

Consistent with PMBOK, we regularly monitor Cost, Schedule, Resources, Health, Safety, and the Environment to maintain quality controls. Although controls are managed separately, at Liberal, we view all project controls as interrelated. A shortcoming in one control has a direct impact on the overall quality of a project.

To continually and consistently maintain quality, we integrate internationally recognized construction and facilities operations and management standards:

  • ANSI
  • ASME
  • ASTM
  • CSI
  • IBC
  • IEEE
  • NESC
  • UFC
  • LEED Guiding Principles
  • DBIA’s Design-Build Done Right
  • Army Technical Bulletins (TB)
  • Army Field Manuals (FM)
  • Army Regulations (AR)
  • Federal Acquisition Regulation
  • Defense Federal Acquisition Regulation
  • Project Management Body of Knowledge (PMBOK)
